How to do Peyton Sawyer's hair that was on one tree hill?

I am a huge fan of Peyton Sawyer on One Tree Hill tv series. In season one, she has really tight curls, and i really want my straight hair to look like that. Enclosed is a picture of what i really would like my hair to look like. Can anyone help me?

Use some hairspray just to get your hair a little harder …. then wrap your hair around one of these. They’re very thin and will create an extremely tight curl.
well i tried to do the peyton hair style too and what i did was have my hair be a little bit damp, just wet enough that i could scrunch my hair and i used a little bit of gel to do that.. then i used a spiral curler and curled small chunks at a time all the way up to the top of my head to get the full-bodied look. then hairspray.
